Legislative Priorities

as adopted by the Board of Directors

1.  INITIATE LEGISLATION EACH SESSION THAT SEEKS TO HELP CHIROPRACTIC PHYSICIANS MAINTAIN THEIR SCOPE OF PRACTICE, BUILD PROFITABILITY, AND CREATE PARITY.

A.  Reduce patient cost share when utilizing chiropractic services

  • HB 141 – Cost Share Legislation – ensures the patient’s cost share to see a DC is not greater than that to see the patient’s PCP MD/DO.

B.  Reduce the time frame for which payers can recoup funds already paid to provider

  • Working on future language that would reduce recoupment time frames as well as address several other issues.  Target introduction window 135th General Assembly

C.  Increase awareness of the use and benefit of conservative care

  • 2024 Research project to analyze patient perspectives regarding use of chiropractic and decrease in medication usage.

D.  Increase coverage of chiropractic services with Medicaid

  • HB 136 ensured coverage of Evaluation and Management services performed by a chiropractic physician.  Future language can address full scope.

2.  EDUCATE POLICY MAKERS AND INCREASE CHIROPRACTIC AWARENESS

A.  Reintroduce the Key DC program and grow participation in the program statewide.

B.  Advocacy events

  • Advocacy Day Spring 2025 at the Columbus State House – Plan to attend!

C.  Invite legislators to district events

D.  Participate in OSCA Chiropractic awareness events

3.  DEFEND AND/OR DEFEAT LEGISLATION DEEMED TO BE HARMFUL TO THE CHIROPRACTIC PROFESSION AND ITS PROVIDERS

4.  BUILD RELATIONSHIPS AND PROVIDE SUPPORT TO ELECTED OFFICIALS THAT SUPPORT THE CHIROPRACTIC PROFESSION AND OUR PATIENTS

A.  Participate in and support The 1895 Club and Chiropractic PAC.

B.  Invite elected officials to your office to learn about chiropractic and to participate in your local meetings.

MEDICARE

A.  The OSCA supports the modernization of Medicare coverage of services rendered by chiropractic physicians.

  • The OSCA leadership attended advocacy days in our nation’s capital in 2023 and 2024 to meet with members of congress to urge their support for necessary changes to Medicare coverage.
  • Utilize the resources available on OSCA’s Medicare Action Center to reach out to your members of Congress.  Print flyers to create awareness in your office and encourage your patients to participate also.

REGULATORY AFFAIRS

The OSCA’s public policy team is constantly monitoring new legislation that is introduced, amended and passed in the Ohio General Assembly.  Additionally, the policy team reviews new rules and regulations introduced by state agencies before Ohio’s Joint Committee on Agency Rule Review (JCARR).  JCARR’s primary function is to review proposed, new, amended, and rescinded rules from over 120 agencies to ensure they do not exceed their rule-making authority granted to them by the General Assembly.  For more information on Ohio’s state agencies and JCARR please visit click on the information below.
